Job Description

South Eastern Private Sector Promotion Enterprise Limited (SEPSPEL) is a member-based nonprofit company limited by guarantee incorporated in 2003. SEPSPEL evolved from the Busia Private Sector Promotion Centre, established in 1998 by the Ministry of Finance, Planning and Economic Development (MoFPED) and the United Nations Development Programme (UNDP) as a GoU/UNDP programme.

SEPSPEL is seeking qualified candidates to fill the following positions in a 4-year project; “Small Holder Agric Financing Project( SMAF) Project that will be implemented in 10 Districts (Busia, Iganga, Mayuge, Butalejja, Tororo, Kamuli, Kaliro, Buyende, Namayingo and Bugiri Districts). The project's primary goal is to ensure that smallholder farmers experience greater financial inclusion to improve their resilience.

Job Description: Project Manager.  

Reporting to the Portfolio Manager, the Project Manager will lead a multi-disciplinary team responsible for identifying and addressing the socio-economic needs of poor people. S/He will be accountable for the overall administrative and technical management of project activities, ensuring the project meets its objectives and targets. The SMAF Project Manager directly supervises field supervisors and the M&E Officer and indirectly oversees a team of field agents. The SMAF PM develops operational plans, monitors their execution, and prepares periodic project performance reports.

Specific duties and responsibilities:

Represent the project to local stakeholders

Develop annual operational plans in line with the PSP- methodology and oversee their implementation

Develop monthly activity plans and oversee their implementation

Facilitate periodic staff and agent meetings

Conduct training needs assessments for field supervisors and data capture clerk

Coordinate staff trainings

Approve and monitor individual work plans

Manage annual staff appraisals

  • Map project area and define agent operating areas
  • Oversee communication with project communities
  • Oversee agent recruitment
  • Oversee agent certification and PSP launches
  • Oversee network formation
  • Perform spot checks with field supervisors, field agents and SILC groups in the field
  • Analyze MIS reports and translate them into management decisions to improve the program
  • Ensure FAs and field supervisors submit timely, complete and accurate reports
  • Document best practices, lessons learned and success stories
  • Prepare narrative and MIS reports

 

Required qualifications, experience and skills:

  • Bachelor’s degree in Social Science, Microfinance, Business Administration, Project Management or related discipline
  • At least five years of experience in community development, with at least 2 years of project management
  • Specialized knowledge of and experience with savings group programming—with a preference for community-agent and/or fee-for-service approaches
  • Proven leadership ability with strong interpersonal skills
  • Strong writing and documentation skills
  • Excellent English verbal and written communication skills
  • Professional proficiency in one or more local languages of the operational area
  • Strong computer skills (Word, Excel, e-mail)
  • Ability to ride a motorcycle
  • Valid motorcycle riding permit

Must be aged between 28-35 years old.
